I actually thought about it recently but won't playing over a VPN would increase overhead? and as I understand the overhead of PPSSPP networking is already high lol.
So basically playing over public server might be more beneficial in certain ways.

Depends on the VPN, some VPN were designed to reduce the latency for multiplayer games, for example WTFast were designed for gaming.
They can reduce the latency by routing the connection within their own network which are spreads all over the world to get the best/fastest route from client side to the game server.
