Texture filtering help

I was playing Gran Turismo and decided to spice the graphics up a bit, and so I enabled texture filtering along with some other stuff on the ppsspp settings, but now a lot of other programs on my PC are being texture filtered, idk how this works because I don't even have to open ppsspp for it to happen, I've restarted my PC a lot o times but It's still happening, I even disabled texture filtering on the settings but it didn't fix it, idk what to do anymore

Also I don't know if I'm posting in the right place, this Forum is pretty confusing lol.
