Exact Audio Copy (EAC) PSP Edition?

The Grand Theft Auto games have an option to add custom music tracks to the game. However, the files must be in Sony's own proprietary audio format, Atrac3, which apparently there is only a single program ever developed that will directly convert MP3 files to this format;

Naturally, this program has been completely erased from every corner of the net. All the links claiming to download it either lead to a long gone website or to the home page of EAC, which does not support this format.

There's a copy supplied by Rockstar, but that saves to an actual PSP and I want to just convert the files directly so that I can put them in the emulated copy.

Does anyone have a copy of this program or know where I can find it?
