PPSSPP (android) briefly freezes and unfreezes?

Hey guys, I've never had this problem before, was hoping someone could help me out.

Basically when I'm playing a game it will play (full speed) and then completely stop/freeze for about 1 second and then continue on. I've already tried skipping buffer effects, no dice. Texture scaling is off. Basically all my settings are mostly stock save for backend. It does this on every game I have, so I know it's not any specific game.

I should note that this is a brand new phone (LG V35) if that helps.

I think it may be something with the phone's CPU/GPU governor. I have that too running some games on PPSSPP and on Dolphin too.
