Hm, it does ask Windows what devices exist periodically. I'm guessing you have a driver on your system that locks up every time it's asked if it's a DirectInput device and plugged in.

We could either time it and hold off on running it if it takes too long, or maybe add a setting to disable. Many people have reported no issues and are happy they can plug their controller in after starting PPSSPP, but I'm sure you're not the only person with a driver that is slow and bad.
