You can do it by software named Goldwave, instal some plugin like Sony audio PSP (ATRAC+3).
And then you just convert your own voice (WAV to WAV ATRAC+).

The audio files located in ESOUND.cpk.. Of course you should extract the cpk file first.

I tried those methods to converting Peter Drury commentary from PES PC to PSP.
