RE: How to load a plugin .prx in the emulator?
Plugins are not currently supported. A lot of plugins do things and access parts of the device that we don't emulate.

PPSSPP is like a Tesla. As a car, it drives and it has a bunch of cool features. But there's nowhere to put the gasoline, even the really good gasoline. It just doesn't even have a tank.

Games can't use these things. The parts of the PSP that games can access are just a fraction of all the behind-the-scenes stuff plugins access. For a lot of plugins, it'd be way less work to reimplement the plugin than to build the gasoline tank and fuel injection system so they can work in PPSSPP.

Really most of the the prx functionality is handled buy the emultor natively. Networking... check, cheats... check (well some to most of them), savestates... check. Other things like audio boost, mp3 players, and xmb changes are really not needed or wouldn't work with how ppsspp works.
