If I'm not wrong, PPSSPP doesn't run on Windows phones.

About your Android phone, its CPU is too weak to run this game, you might run arround 15 FPS even with new OpenGL threading. If you want to test, download the last build: http://buildbot.orphis.net/ppsspp
