RE: play ps1 on ppsspp
No, never. PPSSPP will only run PSP games/apps.

Playstation Store has many emulated games, some of those like Neo Geo ones are sold with emulator on "disc"(pbp file or external "dlc"), such games will run on PPSSPP, but might not work well with all extra features(ie texture replacement/scaling), since running emulators inside emulators sucks(sometimes might even require software rendering which is extremely slow;p). With PSOne games however situation is different and emulator is included in PSP firmware, as such those games will not run because PPSSPP as HLE(high level emulator) has no use for firmware.

In other words, if you want to play PSOne games, use proper PSOne emulator, all fan made emus of PS1 are much better than what Sony did anyway.

I think the dev/devs decided not to implement that part of the psp

RE: play ps1 on ppsspp
There is really limited to no point in emulating that part.

PoP is honestly a work of art when you consider what the PSP had going for it and it's actual compatibility (if you had CFW and could use multiple versions) was\is respectable. The sold games were good for the most part (xenogears looking at you deus fight) and as long as you did a proper conversion using the right converter for the right game even never released games tended to work well.

But like Luna said running an emulator in an emulator is just pointless extra overhead and asking for there to be more issues then emulation tends to entail. On every platform (besides maybe aome of the excentric ones) there exists better PS1 emulation then what you would get on the same hardware running PoP through PPSSPP so even if it was not part of the firmware and a sony program there would still be no point in adding it.

RE: play ps1 on ppsspp
It's kinda like this:

Imagine that some airline offered a "VIP membership" package. If you fly enough flights with them, you get to stay in special rooms in any airport in the world, or hang out in exclusive clubrooms in thousands of partner companies internationally.

Keep imagining... along comes someone new: SpaceX. With their BFR, they offer a new way to travel internationally. They are "emulating" airplanes with this rocket that can travel around the world in less than an hour.

Does this mean, SpaceX must provide a "VIP membership" package, and find thousands of partner companies to partner with, in order to offer an amazing service?

In the PPSSPP analogy, you must imagine that the SpaceX BFR international travel is free: just like PPSSPP is free. Is it really necessary to have a "VIP membership" package? Especially when there are other packages (read: PS1 emulators) that give you such - those same lounges and 1000 partner companies... even free ones.

Why do the work twice?
