I'm having this exact same issue on a tablet I acquired recently. I'm using a HUAWEI S7-702u, GPU Info: Model PowerVR SGX 540. OpenGL ES 2.0 Build 1.9@230980. Android 4.1.2.

In-menu units all look good, very detailed. But in battle and cutscenes they look blocky and low res.

What could it be? Rendering Resolution? I've tried adjusting that but it doesn't get better.

I use a "patched" version of the game and have no problem with the resolution, so this is not PPSSPP problem.
