PPSSPP won't open

My title is literally as descriptive as I can be, PPSSPP simply will not open. I'm not getting a crash, no error message, nothing, but the program just won't open. It's sitting there in processes in my task manager not doing anything, and if I try to open it again another copy will just be sitting there still not doing anything.

On windows 10, most recent version, 64x, DX12, all drivers and everything up to date. I've tried opening both 32 and 64 versions and neither gets a different result. I've tried opening ROMs with it and it's just like if I tried opening the program from the exe, nothing.
