PPSSPP Ad Hoc Multiplayer with Vita?
I have a PS Vita running firmware 3.55, and I use homebrew with it on ONEMenu/Ark-2, as well as play PSP games on it. I have the same games on my PC and my Vita, can I play multiplayer with both of these? If so, how?

PPSSPP adhoc is based on Pro Online, includes both client and server, if Vita will ever have a Pro Online Client plugin, then by simply setting same server, connecting them if possible locally through router you would be able to play just like psp<->ppsspp which we should have some guides like for example this one.

The problem is such plugin probably does not exist, in which case you can forget about the whole thing, you will not be able to play multiplayer between the two, unless you can write it for Vita by yourself.
