You can fool an app for your device's model let's say enable all downloads in Google Play but you can't do anything about frameworks and APIs, examples are, you are able someway to put Google Now on ICS that the framework supports it but Google Now and Chrome browser are completely incompatible with the way versions Gingerbread and older ones work. They are not fools, they would not fragment even more the already fragmented market, if it was possible they would make it available officialy.
