First off all not all emulator support crossplatform and it's a lot of work to do.

Apparently it's being ported to ARM devices like the Chromebook and Android Phones/Tablets. So theoretically it could be done. But like ket_kul said, it's a lot of work, and not many devices have enough power to run at an acceptable rate.
