It's for Windows, the the dev who is developing said that will begin to do some test on his Tegra K1 device (he said it some months ago, maybe already tested):

EDIT: Of course this emulator will take a lot of months to get working on android if him really start working on the port.

It’s a nice new! But I think he needs more manpower to work on it, otherwise, this emulator would be working properly in 2024!! Until there it’s possible that pcsx2 would be running on mobile devices. Who knows!?
