Android core processing
Sorry, this question might be out of place, but,
Is ppsspp using all the cores on an android device?
for example, is it using all the 4 cores on my sg3?

will it run better on an exynos octacore processor than an nvidia tegra4 quadcore processor? (SW&HW rendering)

Not yet, and it's not certain that more than 2 cores will have a lot of performance benefit. Emus are a bit special.

Also the exynos octacore is not really octacore, it's four full powered cores and four weak cores for when it's not doing much to save battery. Those weak cores don't even run at the same time as the strong ones.

so currently, the situation for android processors regarding FPS is like, more Ghz = more FPS, right?

Look to the GPU.

You'll notice iOS and Symbian have slower processors than most Android devices but still do just as well or better.

I think dualcore is the highest supported processor "type"

After that, moar Ghz and moar GPU powah are the next things to look for.

it's not pure ghz.

a 1.5 ghz krait dual-core would likely do better than a 1.6 exynos 4 quad-core because it uses a newer architecture.
