Adhocserver.exe download?

Ok, so based on what I saw I need this program to play multiplayer. But EVERY link I saw on the internet is dead. Does anyone have it or have a working link?

You don't need this file anymore, PPSSPP has now a built-in ad hoc server
You should always use the latest version of PPSSPP from our download page.

Well after I saw this I learned how to enable it but my friend's one still says Initializing Network in-game (Burnout Legends) continuously and doesn't load.
