Which is better.
I have a desktop with:
Core2duo @ 3.0ghz
Nvidia geforce 7600 gs
1gb ram

and an ipad air.

Which system would be better for psp?
My very old desktop(9years) or my ipad?

The only hardware which can equal (or even beat some PCs) a PC is the Tegra K1, I believe it's as powerful as a mid-end PC, maybe some new snapdragon can get close to some low-end PCs. Even being old, I think your PC is better than your iPad, maybe they can has a similar performance.

Phones: Poco F3 8GB/256GB (Snapdragon 870 5G) and Redmi Note 6 Pro 4/64GB (Snapdragon 636)

Just for comparison, an iPad Air also has 1GB of ram, but has a 1.4Ghz cpu (it's not exactly directly comparable by Mhz though.)

Depending on what OS you're running, 1GB of ram may be fine (I wouldn't run Windows 7 / Vista with only 1 GB of ram, even ignoring PPSSPP.)

You might possibly look around for some deal on ram. It's easy to replace in a desktop, and your computer should theoretically take DDR2. If you're not planning to upgrade it soon, some cheap ram is probably a good way to keep your desktop usable a bit longer.

For example, with just two Chrome tabs open, I can end up with ~300 MB used just by Chrome. Pretty crazy really. Most software has drastically increased its memory requirements in the past few years. If you run out of ram, your system will become very slow.

Really the android is a light O.S., so it might seem better because doesn't use much hardware, the PC has a heavy O.S. with a lot o apps and components working at same time.

Yeah, with 2Gb or even 4Gb, would give you a boost and better usability.

About 60% of new games require at least 2GB ram otherwise the installation can't finish. I'll recommend a 2GB+ ram.
