Buffered Rendering
Rendering Resolution x3-x5
Post Processesing Shader: FXAA, Bloom, Miku Bloom, Complex Sharpen, Natural Colors (Depends on Game)
Upscaling x5, Hybrid+Bicubic
Anisotropic Filtering x16
Uncheck all performace-over-graphics options ex. hack settings (leave Texture Coord checked)

RE: Best graphics to play on my pc
Texture scaling x5 is a bad idea on pretty much any PC. It'll cause lots of micro-stuttering. 2 or 3x is much more reasonable.

Hybrid and hybrid+bicubic upscaling look like crap in my opinion, just like any other SaI image scaling. Sole bicubic upscaling looks the best as it doesn't round sharp edges and just smoothens them by blurring them out, similar to what linear filtering does, but much more aggressively. It also helps against linear filtering artifacts.

My specs:
Phenom X3 8450 ~2.3GHz
PowerColor HD6850 1GB
4 gigs of DDR2-800 RAM
~400GB HDD
Windows 8.0 x64
