What is your normal window size? 2x?
By default, when you head into fullscreen mode, PPSSPP automatically changes the rendering resolution to one which is closest to your screen's desktop resolution. (e.g. If you have a 1080p screen, PPSSPP will change rendering resolution to 4x in fullscreen. To change this behaviour just fix the rendering resolution to a multiple that your system can handle, like 2x.
