Do you have Service Pack 1 installed for Windows 7?

Your OS Version (OS Version: 6.1.7600.2.0.0.256.1) seems to indicate that you're still on plain ol' Windows 7 without the SP. (afaik, Windows 7 SP1 has an OS version of 6.1.7601)

I recall another user having a similar issue with MSVC2013 and 64bit PPSSPP (for 64bit Windows 7) which got resolved by updating Windows 7 to SP1.
