no.
almost nothing is known about the inner workings of the vita, and current devices don't have the power to emulate it at a playable speed.

Emulating the Vita is not possible yet and won't be for a long while. It hasn't even been properly hacked.

Playstation vita has 2ghz a9 processor so a15 processor like tegra 4 which is two times more powerful than a9 processor can emulate it
