(Windows 7) Not controls when full screen

I think that the devs are doing some major work to the emu at the moment so you should just wait for the final stable build, the last pre-build that doesnt have the fullscreen problem is 0.9.8-646, I think the devs changed something since the commit that has this problem starts at 647 and the comment for 647 says something about the silly inner window thingy...
