MSV 2013 on WinXP SP2

MSV 2013 on WinXP SP2
Does this means I can no longer use anything newer than the version that requires MSV 2013?

I use Windows XP but with SP2 and MSV 2013 probably requires SP3.
The problem is,my windows becomes a complete mess when I update to SP3.

When I install MSV 2013 and try ppsspp,I get:

If you mean the runtimes, yes, they work on XP SP3 only as far as I know. If you meant Visual Studio 2013 itself, it requires Windows 7 SP1 or higher to run now. There's little reason not to run SP3 at this stage in XP's life (SP3 came out 6 years ago, and SP2 came out 10 years ago). Have you tried doing a fresh install with an XP CD that has SP3 built-in already, so you don't need to upgrade from SP2?

You can compile for windows xp with VS2013 on another OS but you can not use visual studio 2013 on a WindowsXP machine (come on man, support is running out in a few weeks, just upgrade your OS).

Considering the hardware he's running on, upgrading to Windows 7 and beyond probably isn't the best idea. My friend upgraded his PC to Windows 7 from XP a while back, running similar hardware, and it chugs horribly on it, thanks to the Pentium 4. YMMV, though.

I don't have cd with SP3 and the windows I'm using,I'm really used to it(I'm using it since 2006(no problems at all)...it's modified version that makes the windows work way better than any other XP I've used anywhere)

I tried Win 7 once(Starter or Home...don't remember)and the CPU usage goes way up even by just moving the mouse
