Set DirectX9 resulotion Test(ini + Dll)

Hello , Everybody ...

Lately I saw the topic about using DirectX9 Backend about full screen resulotion not working.

I found a simple tricks might help .
You can edit the *.ini file to the setting that yours VGA that support it!
(need to add those 2 file to where the PPSSPP.exe locate....
example change to:
=====================================
[MAIN]
Width=1280
Height=800

=====================================

working or not ,just reply here... thanks

works a treat for full screen, not perfect if you resize the screen after, but then it does what it says on the tin
tested on build v0.9.9.1-783
