Bluetooth Red Samurai game pad

I am new to ppsspp and I am running on the Note 3 and the galaxy tab 4 I am trying to sync my game pad to use with both devices but am not sure exactly how to do it. Is there a link or a tutorial somewhere that anyone has seen?
