Can I download DLCs with PPSSPP??

If you think knowing what game I'm playing helps, I'm playing THE IDOLM@STER SHINY FESTA Funky Notes (TGBUS.COM unofficial localized version), using PPSSPP 0.9.9 |

No, PPSSPP cannot connect to PSN/SEN or the Internet to download DLC.

It goes in the memstick wherever the game expects it on the PSP. It's usually in PSP/GAME/<folder name provided by the game>, if I remember correctly. Just make it mimic the path you would use on your PSP for it.

@670839245 you were already told that you can't do that through emulators, what other information you need? Just create psn account on any of the sony device which does allow downloading psp dlc's(other than psp, you can do it off ps3 as well, maybe others) and do it as you would do it normally to play without emulator.
Also stop being nervous, your games didn't magically appear inside your pc/mobile either, there is no legal way to grab psp games without either owning real hardware(at least in the past, since it's not required to play) or having friends which do. Emulator is only to play the games and eventually enhance that play with optional stuff like higher res or savestates. even though you manage to get the dlc and install it(put in memstick/PSP/GAMES), it will be in japanese
