hey , please help that somehow could play, I do not mean fluency, ( Grand theft auto ) 4x1000mhz is good? please your a few sentences minimum requirements

If you're on Android, hardly you will can play the GTA games at full speed. But on Windows is possible. Don't matter much how many cores you have, what really matter is the power of GPU and after the CPU. The PPSSPP only use 2 cores if multithread is enabled. But always is good have more cores working on the phone.
