He probably doesn't want the game to run at 60 FPS, which causes the jittering effect (GT's "antialiasing").

The only time the car bobbles about is when on a dirt track, and thats normal. But when on Tarmac tracks perfectly smooth. |

Pause the game and watch the screen bounce up and down 1 pixel at a time. It's quite obvious when the game is paused.

It's happening on my PC specs, not a tablet.
Dunno what to say, it's a fact that the game shakes the screen up and down when the game runs fullspeed at 333mhz, even in PPSSPP. It'll shake at 0 too since the game will kick it up to 333, or it should. But in any case, yeah, GT is best used with 222 to run at 30 FPS, or 0 if the user doesn't care, on a PC anyway.

Are you restarting the game/PPSSPP every time you change the CPU speed?
