Like I said, the minimum to run this game at good speed, is 1.2Ghz. Is recomended a good CPU (like Cortex A9) and GPU (like Mali 400MP4).
Phones: Poco F3 8GB/256GB (Snapdragon 870 5G) and Redmi Note 6 Pro 4/64GB (Snapdragon 636)

Download an old version (0.8 for example), create a savedata and transfer to new version. Or simply download a done savedata.

The frameskipping shouldn't be needed on Windows build in most cases, especially using Unlock CPU set to 60 to 150, whatever your system needs to make this game run smoothly at full speed.
Also for your information your using the American version of the game, according to your screen shots.

The CPU UNLOCK put in 150 got the original speed of the game but the screen was flashing all the time, deactivated and activated the frameskipping to 1 and was usual guess is that depending on the PC CPU UNLOCK solves the lag.
I'm using the European version is that I put English (United States).
Languages ​​that comes with it? Portuguese of Brazil, Latin American Spanish, French and English U.S..

I use the clock in 48, and isn't flashing. And I think your version is US, as mine. The background image menu of EU version, is the Crisitiano Ronaldo. The US version is the Neymar. The EU has thr Portuguese PT, Spanish and English. The US has Portuguese BR, Spanish and English. Smile
