[Bug] Tap=Scroll issue

When you are trying to tap on a folder, it will scroll either up or down for whatever reason. 10% of the time, it will actually select a folder.


HTC EVO 4G LTE
Apex Launcher + ICS
MeanROM ICS
720p Screen.

Although I did not have this problem on Android, I observed this issue on Blackberry and have committed a fix.
Tell me if you still get this problem on latest revision.

Currently works fine here.
