People who are behind that PPA aren't PPSSPP contributors and might not be visiting PPSSPP forums either, so basically you can:
1) Compile PPSSPP yourself.
2) Contact maintainers of that PPA directly.
3) Contribute to that launchpad PPA yourself.
4) Do nothing and hope maintainers of that PPA will think about doing what you want on their own ~ someday in the distant future.
