dolphin has added ubershader and hybrid xfb on their emulator, now that is something big.. will ppsspp support this

Dolphin is an emulator in version 5.0, and being developed since early years 2000, you can't compare to a 5 years old emulator like PPSSPP. In version 1.5 PPSSPP started to support full-featured Vulkan API, unlike Dolphin which Vulkan support is still experimental. The next step is to fix graphic issues and support important features that can improve performance and compatibility.
