You made it sounds as if an finished project jumped out of nowhere which would mean a 100% fake, when it's actually a first proper start in the direction of emulating that console, just like the ps3 debugger few years ago.
At least people will stop bugging Henrik to make a 3DS emu now. ;o

Chinese team release new build of citra. He supports intructions sse3 sse4 avx. So if your cpu support any of those features then use one of exe files. Speed increase at 40-50%.

Finally, devs of Citra start to build the "CPU JIT" and the result in the FPS is simply BIG
of course is in state "WIP" , so crash a lot or simply dont run any game because does not support all the CPUs. Yet
