There is no direct answer to that. In SOCs you have to consider a factor called bottlenecking which wich is always the case of mobile computing. To make it simple, imagine it like giving you a picture of a person's healthy leg, and a picture of a person who has a small blister on his foot and asking you which one will be walk better. You don't know though that the person with the healthy leg, has only one leg though and he is disabled compared to the one that has a leg with a blister and his other leg is OK. So which one will be able to walk better? So the final question in the long run is if the info I provide are enough to consider the quality of the two?
