[Solved] Limiting speed

Okay, I read through the beginners guide, but I might have missed it, really sorry if I did. But is there a way to limit speed? like I dont want the game to play faster on its own with out me pressing the turbo button. so far ive only run Disedia Final Fantasy, and it hasnt been slow, just the opposite, its sometimes twice as fast, and that makes it very difficult to play. Is there a run limiter or something?

I had hit the key to turn turbo on, my mistake playing with a keyboard not a gamepad yet. had wanted to make sure my machine could run games first
