Ad hoc Server pc

I've been going through the forums and haven't found a single link to the ad hoc server for pc. The only link I've found is a dropbox link and the file is missing.
I got the link from this forum post: [Tutorial] Windows-Host Cross Platform Multiplayer Adhoc Local WLAN and from other threads like it.
The file is gone and I cannot find an alternate link to it. Can someone please supply me with a working link of the ad hoc server for windows.

i can be wrong but from what i read here sometimes ppsspp have built in adhoc server

you just need to enable it in ppsspp in settings>networking
