I put the exact same file that worked on my PC in data/data/org.ppsspp.ppsspp , data/data/org.ppsspp.ppsspp/files ,data/data/org.ppsspp.ppsspp/cheats but it doesn't work..

Seems its disabled on android on recent builds as it crashed before, but now just seems to ignore the cheats.

That's right, cheats aren't enabled for Android at the moment.
