A couple of days ago unknownbrackets fixed the MUA1 videos not being able to be displayed in PPSSPP.
So starting from the build v1.4.2-365-g641c5f36f , MUA1 will have working videos thanks to him.

Disabling "Simulate block transfert effect" at the time is required though or the videos will flicker.

Is there another step aside form disabling Simulate block transfer effect? This doesn't work and I still have the issue with the cutscenes/cinematics flickering.

It used to work back in the ppsspp builds i mentioned back in 2017.
But this trick unfortunately does not work anymore on later builds of ppsspp.

So hopefully this will be fixed once 1.10.0 is released, but until then it's unfortunately not working on recent build and you'll have to go back to those old builds to get the video working with Simulate block transfer effect disabled.

Any update on the state of flickering cutscenes and QuickTime events? The cutscenes are still black and so are quick time events at times.
Especially the kracken boss in Atlantis. Didn't get further than that cause its just black
