Problem when download Atrac3+ plugin

I uninstalled the PPSSPP and renamed the PSP folder to PSP1, so the emulator not could read the folder in this name. But when I reinstalled the app, the language continued in Portuguese, and not in English, as standard. And I still can't download the plugin.

Before install again, I verified if the folder "org.ppsspp.ppsspp" was in data/data, but I saw that was deleted. I think the problem, maybe is with my bad internet 3G. Making some tests, my internet is only more or less 300kbps in download, but when was test the upload, I not got any result. I'll try download in another internet connection later
