Don't run PPSSPP from Program Files/Program Files (x86)/places where you have no write permissions to?

If you absolutely must run it from such places, run it as administrator, but I highly discourage this.

If that's not the cause, then we'll need a few more details:
Do you have free space on the drive you're running the emulator on? Basic question, but still good to know.
