ppsspp not working on windows

if you wanted to know the laptop (netbook) is an eeepc 1015pn. It is up to date and dual booting windows 7 32 bit and linux mint 13 with cinnamon. (not really relevant but whatever).

I can't really think of anything that could be wrong with it and its working optimally.
