What's the problem with video support ?

I am wondering what is the problem with video support ? Why it has not been merged into master ?
I thought main reason oioitff's work has not been merged is atrac3+ and problems with decoding it, such as dependency on SonicStage and fact that for now it can only work on windows.

However, atrac3+ has been merged to master.

So what I don't understand is then why video support is still not in master ? I mean if we can merge atrac3+ which still needs third party software and still only works on windows, why can't we merge video support which works fine on android too ?

What's the holdup ? Is there some big issue with video ? It doesn't seem like from comments in oioitff's pull request.

If anyond could clarify the situation I would really appreciate it...
