It's not by me, it just says "unknown" because it doesn't have a build id. Small coincidence...

OpenMG is ironically (based on its name) a DRM system basically: http://en.wikipedia.org/wiki/OpenMG

But, it does play ATRAC3+ files on Windows only, and provide a DirectShow filter to do so if I understand correctly. It's what currently plays ATRAC3+, but hopefully we can move away from that relatively soonish to something better.
