This is due to various Factors:

Emulating Hardware or Instruction Sets on anything else besides the Original Hardware would most likely lead to increased need of processing power. So basicly the Phone hardware has to use almost all of it's Power to process the calculations PPSSPP does in order to run Games.

Your Phone lacking processing power, thus running almost all the time at it's limit.

Your Processing power natively uses too much Battery due to native lack of optimization (basicly you need at least as much power for complex apps).
