Can't use psp folder

Can't use psp folder
When i opened ppspp it told me to create or choose a psp folder and when i opened the file browser it wouldn't let me go to my files where my psp folder is and if i move my psp folder to my download folder it says nothing is in the downloads folder(i'm on chromeos btw).
