I don't know of any patches for the PSP versions that add voice acting. While it ought to be possible, memory is limited on the device. This isn't the sort of thing to just ask someone else to do, though, because it requires a lot of work. You can also play the PC versions. If you have the Vita versions and their voices, but want to play in English - I believe there's already a patch to enable voices for the GOG PC release (which have updates like a fast forward key, etc.) I also think someone talked about an English patch for the Vita versions.
