unusual lag/choppy stutter

So let me start, I got my laptop back on the 28th of the month from repair, I wanted to play the emulator but came to find there was a new version of the ppsspp emulator, I got it and tried it but when trying both the version I've have had for awhile and the new one before I deleted it, both versions of ppsspp would play games fine but when I did certain functions like move a joystick on my xbox controller or get into gameplay it will lag and have the audio be very choppy. I hope I can get the best help I can find
for example, in ncaa 07 it will get choppy and lag when I'm scrolling through teams
