Yes that was it. If you go settings>tools>system information you can find your ppsspp folder address, for me it was in the user directory, inside a hidden folder called “.config“. All the cheat files .ini were inside it, and there was no default text editor assigned to them. Once I did set a default text editor, I could use the “Edit cheat file" button in ppsspp menu correctly.
