PPSSPP won't open (Win64)

I could really use some help guys. I can't get PPSSPP to even start. I downloaded the latest version for Windows right off the ppsspp.org homescreen (version 1.7.1). Installed the program directly to my desktop in a PPSSPP folder. When I try to open the programs with PPSSPPWindows64 or PPSSPPWindows nothing happens. I get the small loading circle on the mouse icon for maybe a second and then nothing. It's like the program crashes before anything can get started.

Not sure if this will be helpful but my setup is:

Windows 10 64bit
i7-2600k
Nvidia GTX 1080
8GB DDR3 2133
Crucial 500gb SSD

Can anyone help me do some troubleshooting? My PSP 1000 finally died after all these years, and I was hoping to finish Tactics Ogre.
